In larger firms in the USA with change control, you cannot fix indexes in 30 minutes. It takes planning cycles, perhaps hours if not days of testing and sign-offs by corporate project managers. So, this scenario is impossible in the largest banks and institutions. However, in small shops where changes in production are allowed “right now” – this may be reality.
I would say that using a 3rd party tool can help the Jr. DBA. But if you cannot solve performance issues with SQL Profiler – then someone needs some education in the basics of SQL Server management.
All data and metadata pertaining to a profile session can be saved as a single entity into an archive file or in a central repository that can be shared & used for reporting to find bottlenecks.
