I agree with you that this is not normal article, however I felt like writing about this as this is burning issue right now and affects pretty much direction of IT of India.

This is also issue in many other countries as well.

		<description><![CDATA[I will readily admit that I am not well versed in Indian politics, however, the US is having similar struggles in that IT and legislation often collide.  I firmly believe that restriction of choice in IT (by legislation or otherwise) reduces the amount of competition and, ultimately, makes the consumer pay a higher price.  I use both open source and commercial applications and development tools, and have found that neither set (on the whole) is superior.  
     Support for a number of open source tools can be difficult to come by, and at great expense because it is often a very small segment of the market, but commercial tools, while very robust, can be expensive and , at times limit the users options with ease of implementation in mind.  The critical element of government (or any other) information systems is the information.  I have found that data from any system can be compatible given the right ETL operations.  With generic data formats, the data, can remain the most important part, as it should.]]></description>
